How to read a Richland County Auditor parcel record
| Record area | What it means | What to verify |
|---|---|---|
| Parcel number | The county identifier for the tax parcel. | Use the same number in Auditor, Treasurer, Recorder and map research. |
| Owner | The ownership name carried in the Auditor record. | Compare it with the latest recorded deed when it appears outdated. |
| Mailing address | Where tax or owner correspondence may be sent. | Do not confuse this with the physical property address. |
| Legal description | Subdivision, lot, acreage or recorded land-description information. | Use the deed and survey for legal boundary decisions. |
| Appraised value | The Auditor’s estimate of full property value for tax purposes. | Review land, building and total value separately. |
| Assessed value | Ohio real property is generally assessed at 35% of appraised value. | This is not the same as the final tax amount due. |
| Taxing district | The local combination of county, township, school and other levies. | Nearby properties may have different district codes and tax rates. |
| Land | Acreage, lot size, land class and land valuation information. | Check acreage, frontage, depth and agricultural status. |
| Residential improvements | Building age, style, area and improvement characteristics. | Check living area, stories, basement, garage and construction details. |
| Additions and outbuildings | Garages, porches, sheds and other improvements. | Removed or damaged structures are not still valued incorrectly. |
| Sales | Recorded transfer dates, prices and sale information. | Not every transfer is a normal arm’s-length market sale. |
| Photographs and sketches | Visual building and site-reference material. | Images may not show current interior condition or recent changes. |
| Taxes | Tax-related parcel information and district context. | Use the Treasurer for the current balance, payment and receipt. |

Richland County property taxes, district rates and 2026 payment
The official 2025 Notice to Taxpayers lists 66 separate taxing districts. The rate depends on the property’s exact district—not simply its mailing city or ZIP code.
What the official tax-rate document contains
| Column | What it represents | Why it matters |
|---|---|---|
| County levy | Countywide voted and statutory levy components. | This is only one part of the full district rate. |
| Township levy | Township-level taxes where applicable. | Rates can differ between municipal and unincorporated parcels. |
| School levy | The school-district levy assigned to the parcel. | School levies are often a major part of the gross rate. |
| Corporation levy | Municipal or corporation levies applying in certain districts. | A mailing city does not always prove the municipal tax district. |
| Career, health, library and fire | Additional district services and voted levies. | Two nearby homes can have different combinations. |
| Total levies | The total gross millage shown for the district. | Gross millage is not always the owner’s effective tax rate. |
| Class I and Class II composite factors | Reduction factors for residential/agricultural and other real property classes. | They help explain why gross rates and effective tax burdens differ. |
Basic property-tax workflow
The parcel, value, class, tax district, land data or exemption status appears incorrect.
You need the bill, payment amount, posting date, penalty, delinquency information or receipt.
Richland County appraised value, assessed value and valuation changes
The Auditor’s estimate of full value for property-tax purposes.
Generally 35% of the appraised value for Ohio real property.
Depends on the assessed value, district rates, reduction factors, credits and assessments.
Official 2025 valuation report explained
Richland County’s published valuation report groups taxable value by district and separates agriculture, residential, industrial, commercial, public-utility real property and public-utility tangible personal property. It is a countywide tax-base report—not an individual property-value lookup.

Richland County Board of Revision filing, evidence and hearing process
Richland County lists no fee or other charge for filing a BOR complaint.
The Board can increase, decrease or leave the property’s appraised value unchanged.
It does not set district tax rates, rewrite the CAUV formula or decide that a tax bill is unaffordable.
Evidence the Board says it can consider
| Evidence | What to include | What weakens it |
|---|---|---|
| Comparable sales | Recent sales of similar properties with relevant sale information. | Comparing only the Auditor value of a neighbor without a valid sale. |
| Independent appraisal | A complete professional appraisal supporting the requested value. | An automated online estimate without appraisal analysis. |
| Repair estimates | Itemized professional estimates for material property deficiencies. | General statements or routine maintenance without cost evidence. |
| Recent purchase | Closing statement, purchase contract and sale circumstances. | An unusual-pressure, sheriff, bank or short sale used as a normal market sale. |
| Income property | Income and expense statements relevant to property value. | Unsupported income claims or incomplete operating information. |
| Physical condition | Dated photographs, inspection information and condition documentation. | Undated close-ups that do not identify the property. |

Richland County CAUV basics
Current Agricultural Use Value allows qualifying farmland to be valued according to agricultural use rather than full market value. The county page identifies a minimum of ten acres devoted to commercial agricultural use as a core qualification.
| Factor | What it considers | Property-owner preparation |
|---|---|---|
| Cropping pattern | Soil slope and likely crop mix. | Maps, soil information and current land use. |
| Crop prices | Multi-year market information for qualifying crops. | Do not treat one year’s crop price as the full formula. |
| Crop yields | Expected yield associated with soil type. | Review soil and field classifications. |
| Production costs | Non-land costs connected with agricultural production. | Keep agricultural-use and production records. |
| Capitalization rate | A rate used to convert expected net agricultural return into value. | Understand that the county does not set the statewide formula locally. |

What search methods are available?
The county-linked search supports owner name, location address, parcel number, section-township-range and legal-description searches.
What is the best search method?
Parcel number is normally the cleanest identifier. For an address, start with the street number and main street word. For an owner, begin with the last name.
What information can a parcel record show?
A parcel page may show ownership, mailing and property addresses, legal description, valuation, taxes, land, residential improvements, additions, sales, photographs and sketches.
Are Richland County map lines legally exact?
No. The county says displayed map lines are not claimed to be survey accurate. Use a professional survey for legal boundary decisions.
When are second-half Richland County property taxes due in 2026?
The county lists August 26, 2026 for real-estate and manufactured-home second-half taxes. Confirm the live balance with the Treasurer.
When can a Board of Revision complaint be filed?

What evidence helps a value complaint?
Useful evidence includes valid comparable sales, an independent appraisal, professional repair estimates, closing and purchase documents and income records for income-producing property.
Where can I find deeds and liens?
Use the Richland County Recorder. Start with the Auditor parcel record to obtain the parcel number, owner name and transfer information.
What is the Auditor phone number and address?
