Muskingum County revaluation history and the next property update
The county completed a full revaluation for tax year 2024.
The official Auditor site says the next update remains scheduled for 2027.
The schedule was realigned from 2030 to 2031.
A triennial update primarily reviews market evidence between full reappraisals. A full revaluation occurs every six years and involves a broader countywide review of property values and characteristics.

How the Inflation Cap Credit appears
House Bill 186 created a credit reducing taxes on certain qualifying school-district levies. Muskingum County applied the full 2025 real-property and 2026 manufactured-home credit to second-half bills paid in 2026.
Paid the full year during first-half collection?
A taxpayer whose full-year payment exceeded the final liability after the credit may have a surplus. The county says the surplus will automatically remain for the next bill unless the taxpayer requests a refund from the Treasurer.
Late-payment and delinquency rules
The Treasurer states that a 10% penalty generally applies to current unpaid taxes, reduced to 5% when paid within ten days after the deadline.
Qualifying owners of residential or agricultural property or manufactured housing may ask about a written delinquent-tax installment contract.
Muskingum County Board of Revision filing and evidence
The Board of Revision adjusts property values, not tax rates or tax dollars. Filing begins a legal proceeding, and an incomplete or incorrectly prepared form may be dismissed.

After filing
- The county sends hearing notice by certified mail at least ten days in advance.
- An Auditor appraiser may inspect the property.
- A written settlement value may be offered before the hearing.
- Accepting a settlement in writing waives the hearing.
- A withdrawn complaint can still count as the filing allowed during the triennial period.
- Corporations should obtain legal guidance about attorney-representation requirements.
Muskingum County Homestead and Owner Occupancy Credit
The official page currently lists an exemption of $29,000 of market value for qualifying seniors and permanently and totally disabled homeowners for tax year 2025.
The county lists a $58,000 market-value exemption for qualifying disabled veterans and eligible surviving spouses.
A separate 2.5% reduction applies to qualifying owner-occupied homes and eligible manufactured homes.

- The owner must own the home as of January 1 of the application year.
- The home must be the owner’s principal place of residence.
- A homeowner and spouse may claim the reduction on only one property.
- For land exceeding one acre, the county says the reduction applies to the home and one acre.
- Applications may be filed January 1 through December 31.
- There is no application fee.
Muskingum County CAUV and Agricultural District rules
CAUV values qualifying agricultural land using state soil rates instead of ordinary market value. An Agricultural District is a separate program that can provide farm-related legal and infrastructure protections.

When construction must be reported
The county explains that a person constructing a building or improvement costing more than $2,000 in a township or municipality without a building-registration and inspection system must notify the Auditor in writing.
Notice must be served no later than 60 days after construction begins.
Estimated cost, owner, parcel or land description and enough detail to identify the property.
Failure to report can result in a penalty equal to 50% of taxes that would have been charged before discovery.
Destroyed or damaged real property
Muskingum County manufactured-home taxes, transfers and relocation
Manufactured-home taxes are generally billed for the current year, while ordinary real-property taxes are billed in arrears. The county states that approximately 4,000 manufactured homes are carried on its tax duplicate.

Where is the Inflation Cap Credit shown?
Open the parcel’s Tax section and look for a separate line labeled Inflation Cap Credit. Not every property qualifies.
How do I challenge the appraised value?
File with the Board of Revision between January 1 and March 31. State the requested value and submit competent evidence instead of relying on the tax increase or a neighbor’s value.
What is the conveyance fee?
